Job Title: Executive Director

EXECUTIVE DIRECTOR

The County Commissioners Association of Pennsylvania (CCAP) seeks an experienced leader with the demonstrated ability to develop and execute the association’s strategic vision. The ideal candidate will have a proven track record of building collaboration and support among association membership, and cultivating relationships to amplify the impact and influence of the association among state and federal agencies, with the media, and with stakeholders. The candidate will have a documented history of attracting, developing and supervising a high performing team and will have experience in planning and implementing a fiscally vibrant business plan.

Organization

The CCAP is the voice of Pennsylvania counties, providing county leaders with information and guidance to help them create and maintain crucial services for residents throughout the state. The association has a robust government relations program, stages multiple training opportunities, provides insurance and other programs through trusts it creates and operates, develops and markets technology solutions, and provides management services to several independent county-related associations. Founded in 1886, CCAP is an affiliate of the National Association of Counties and employs approximately 90 individuals with a total annual budget around $12 million.

Position

The Executive Director has the overall strategic and operational responsibility for advancing the CCAP mission, within the vision and policy framework established by the membership and Board of Directors. Key areas of responsibility include maintaining relationships and inclusiveness among its membership; leading ongoing business planning; staff recruitment, development and retention; program planning and evaluation; fiscal management; policy development and advocacy; legislative relationships; community collaborations and partnerships; and communications.

Desired Skills and Attributes

  • Knowledge of current challenges and opportunities related to the mission of CCAP
  • Experience with engaging a Board of Directors in casting a compelling vision for an organization and achieving commitment by all stakeholders
  • Bringing the membership together in a common voice on a common mission
  • Experience with organizational governance and general management best practices
  • Experience with legislative advocacy
  • Effective management and communication abilities to create and lead a high performing staff
  • Strong understanding of organizational finance
  • An innovative mindset with outstanding organizational and leadership skills

Qualifications

  • Bachelor’s Degree or Advance Degree preferred
  • At least 5 years of executive management experience, preferably in a not-for-profit setting
  • Experience in the areas of association management, public policy, government (preferably county or local government), insurance or other related fields

An equivalent combination of education and experience will be considered.

Working Conditions and Physical Requirements

  • The standard office hours are 8:30 a.m. to 4:30 p.m. although representation of CCAP at meetings and events outside the standard hours will be required on a regular basis
  • Travel primarily within the state of Pennsylvania but also outside the state
  • The position may require standing or sitting for extended periods of time and the ability to operate computer equipment essential to the completion of the position's responsibilities
  • Driving to work related activities will be required and a valid driver’s license must be maintained

Compensation

A competitive compensation package will be offered, commensurate with skills and experience.
