Job Title: Executive, Division of Advocacy and External Affairs

The Hospital and Healthsystem Association of Pennsylvania (HAP) – the leading voice for the health and well-being of Pennsylvanians – is seeking a seasoned executive to lead its newly integrated Division of Advocacy and External Affairs. This individual will provide leadership in developing and executing a comprehensive, multifaceted advocacy strategy in support of securing support for HAP’s policy priorities. The position will oversee state and federal lobbying, the political action committee and related political activities, communications and media relations, and grassroots/grasstops mobilization. This position represents one of the core strategic imperatives of the HAP Board and senior leadership.

The ideal candidate for this position will possess a wealth of experience working for or in organizations that influence public policy makers and whose successes depend on the effective design and execution of advocacy strategies that embrace a full suite of communications and messaging tools – including lobbying, media relations, coalition building, and social media. This executive will bring finely tuned “street smarts” about the federal and state governmental decision-making processes, players and politics. Finally, this individual will have a keen appreciation for the mission of a membership-supported trade association and the importance of building and sustaining relevance and credibility through understanding member needs and delivering on their expectations.

HAP is a Harrisburg-based statewide membership services organization that advocates for Pennsylvania’s acute and specialty care, primary care, sub-acute care, long-term care, home health, and hospice providers, as well as the patients and communities they serve. HAP represents Pennsylvania’s hospitals and health systems in the legislative, regulatory, and health policy arenas in Harrisburg, Washington, D.C., and locally in Pennsylvania through its regional offices and affiliates. It is widely acknowledged as one of the premier trade and advocacy organizations in both Pennsylvania and the nation.
